New Civic Conduct Ordinance in Eixample

After 20 years, the Civic Conduct Ordinance has been updated to strengthen civic behavior, shared responsibility, and mediation. Key measures include stricter penalties and new aggravating circumstances, the definition of new offenses, the introduction of the concept of atrophobia (prejudice against poverty), more effective fine collection, and new social and preventive measures.
From January 7th and for one month (until February 7th), street outreach officers will be present across all city neighborhoods to inform citizens about the new regulations and penalties. They will also be distributing informative leaflets. Enforcement of the new penalties will begin on January 26th.
In Eixample, outreach officers will be active in all six of the district's neighborhoods. Their presence will be concentrated in identified priority areas (punts calents), based on data from cleaning services, security and prevention teams, animal welfare reports, and citizen complaints. These priority zones focus primarily on issues related to public urination, human waste, graffiti, and public safety.
